Secretary of State Scott Gessler at HD7 + HD8 Joint Meeting

This month's meeting will be at Pete's Greek Town Cafe on Colfax.and Fillmore, in cooperation with House District 8. Starts at 7pm on Monday, April 8th.

Many of you know Scott, and if you don't this is a great way to come listen and talk with him in a personal setting. New Local Leadership and Meeting Location

Congratulations to new House District 7 Co-Captains Rebekah Keller and Shane Leivestad, as well as Secretary Jay Kucera, who were all elected last month as your local Republican Party leadership in northeast Denver's HD7. You can email them at rebekah@DenverGOP7dotorg, shane@DenverGOP7dotorg and jay@DenverGOP7dotorg, respectively, just replace the dot with an actual .

The meeting location also changes this month, moving south from Northfield to the Stapleton Master Community Association (MCA) Community Room, at 2823 Roslyn Street, behind the King Soopers at 28th & Quebec. Due to the room restrictions, the 7-9pm meeting times will be much more exact than previous meetings at the Islamorada Fish Restaurant inside the Bass Pro Shop, so please be on time.

This month's meeting agenda will feature a presentation on local party structure by Denver County First Vice-Chair and HD7 Precinct Committee Person, Pauline Olvera. Please bring your questions and ideas for growing the Republican Party in Denver!

2013 Denver County Regular Organizational Meetings

The Denver County Republican Party Central Committee meets next Saturday, February 9th, 2013, from 8am to 1pm, at Hill Middle School, 451 Clermont Street, in Denver. There were at least two different Calls (meeting notices) sent out by the County Chair to Precinct Committee People (PCPs) by way of email and/or snail mail on different dates (January 9th and January 29th) and this post will attempt to summarize the most up-to-date information available.

Any member of the public is welcome to attend and observe these meetings. This is a great opportunity to see the party in action and meet grassroots TEA party conservative libertarian activists, as well as candidates for public office. However, only eligible members can vote and participate (raise motions) in the meetings. Eligible members include PCPs and those in other leadership positions, such as District Captains, although this varies in each individual meeting, depending on the Bylaws. See the 2011-02-14 Denver County Republican Party Bylaws - scanned with Index (PDF) and the 2011-09-24 Colorado State Republican Party Bylaws (PDF) for details, particularly Appendix B-2 of the State Bylaws for single-county districts -- which covers most of the State Senate District and State House District meetings in Denver. (HD7 is entirely within SD33 and both are entirely within Denver County.)

Credentialing begins at 8am and will be shut down COMPLETELY at 8:40am. It is important that any PCPs be there on time as there may be no opportunity allowed to amend the credentials report later on. If you are a PCP and cannot make it to the meeting, then you may fill out a Denver County Proxy Form for District Captain elections (PDF) so that another eligible member can vote for your choices for District Captains, per County Bylaws Section 9.2. Proxies are not allowed to vote for any other leadership position, and any PCP may challenge the proxy so be sure to obtain witness signatures on the forms and make sure that residency is not an issue. (Per State Statutes 1-2-102(f) you are a resident of your precinct for thirty (30) days after you move somewhere else in the state. Any registered Republican in Denver can run for a leadership position. You just need to live in the District that you want to run in and find an eligible voting member to nominate you -- such as a PCP. The positions to be elected at each meeting are as a follows (and hopefully in this order and location inside the school):

  1. County Central Committee. Auditorium. Chairman, Vice Chairman (3 positions) and Secretary of Denver County Republican Central Committee. This will be a pre-printed ballot likely distributed at check-in -- make sure you ask for a ballot at check-in as replacements can be hard to come by. To see that your name is included on the ballot, please email the current County Party Secretary by Tuesday, February 5th: secretary at denvergop.org and also include some info about your candidacy as this will be emailed to all of the PCPs on Wednesday, February 6th.
  2. State Senate District. Auditorium and/or class rooms. Chairman, Vice Chairman, Secretary and Vacancy Committee members of the State Senate Republican Central Committee. People in these positions help recruit and nominate Republicans for the Colorado State Senate.
  3. State House District. Class rooms and/or auditorium. Chairman, Vice Chairman, Secretary and Vacancy Committee members of the State House Republican Central Committee. People in these positions help recruit and nominate Republicans for the Colorado State House.
  4. State House District - County Level Organization. Class rooms and/or auditorium. Several elections:
    • District Captain (2 per District) and District Secretary. Help run the day-to-day District affairs, such as growing the party through recruitment of new PCPs.
    • Bonus Member(s) to the State Central Committee. These Bonus Members will elect State Officers on March 2nd. (The Colorado Statesman recently posted an article on the upcoming State Officer elections.)
    • Bonus Member(s) to the 1st Congressional Central Committee. These Bonus Members will elect Congressional District officers on March 2nd.
    • Bonus Member(s) to the 2nd Judicial Central Committee. These Bonus Members will elect Judicial District officers immediately following all of the other District meetings in a meeting back in the auditorium of Hill Middle School.
During the first meeting, when the County Central Committee meets as a whole, seating in the Auditorium will be by House District. After the opening ceremonies, the business portion should officially start upon adoption of the Credentials Committee Report. Then other committees will report, including those with the Agenda and Standing Rules for the day's meetings, and possibly the Teller committee (the committee that counts the votes.) Current County Bylaws Section 8.1.1 also require a report of the Audit Committee to the Central Committee. Then there will likely be a vote on six (6) pages of 2013 proposed Bylaws changes for the Denver County Republican Party (PDF), which were NOT agreed to unanimously by the Executive Committee. Besides the elections for county-wide officer positions, other business may come before the Central Committee, such as the Republican Liberty Caucus of Colorado's resolutions OPPOSING the recent rules changes made by the Republican National Committee. Also, Republican elected officials and candidates for public office will address the meeting periodically.

After the bulk of the Central Committee meeting, which might take an hour or two, then most members will break out into either Senate or House District meetings for the election of local leadership positions, including Bonus Members. Per State and County Bylaws, each House District in Denver is allocated a different number of Denver County's total of fourteen (14) Bonus Members, based on the last election's turnout for the Republican candidate for Governor or President. Here's this year's breakdown - note that separate Bonus Members can be elected for each of the State, Congressional and Judicial District Central Committees, so, for example, HD7 could elect three (3) different Bonus Members, sending one person to each different committee, while HD9 could elect nine (9) different Bonus Members:
  • HD1 - 2
  • HD2 - 2
  • HD4 - 1
  • HD5 - 1
  • HD6 - 3
  • HD7 - 1
  • HD8 - 1
  • HD9 - 3

Liberty Day

At tomorrow night's meeting, House District 7's Precinct Committee People Dick Poole and Rebekah Keller will be presenting on Liberty Day coming up in May. Liberty Day is an opportunity to talk about the Constitution with young people in schools throughout the United States. The Denver County Executive Committee recently voted to support this effort. On Division

There's a great letter to the Colorado state Chair of the GOP from the Vice Chair of the Boulder County Republicans asking a lot of questions about the future of the party. One particular edifying passage refers back to the disputed voice votes at the national convention in August. While the lack of recognition of such equally-loud yeas and nays is not unique to either major party, it does seem to be unique to our day and age, and it shuns almost 2,500 years of parliamentary procedure. The first call to what we now refer to as a Division of the Assembly was recognized by the historian Thucydides, of ancient Greece, circa 460-400 BC, as occurring in the run-up to a battle with Athens during the Peloponnesian War, per Robert's Rules of Order, Newly Revised (11th ed.), p. xxx.

Know Where to Vote

For Republican good-government, that is! From our local candidates Travis French for HD7 and Jason DeBerry for SD33, on up.

This election will offer many close races, but don't get yourself caught in a close race to the polls on election night to make the 7pm waiting line cut-off.

In House District 7, you can drop off mail-in ballots 24x7, until 7pm Tuesday, at the Montbello Recreation Center. (It is too late to mail it in.)

On Tuesday, Election Day, local polling locations will be open from 7am-7pm. See the PDF map of HD7 Voting Locations - November 2012.

You can actually drop off your mail-in ballot at ANY polling location in the city. See the interactive map of Denver polling locations to search quickly by address.

If you did not get a mail-in ballot, then please note that all voters who vote at the polls in-person must provide identification and can only vote at their local polling location. The Secretary of State Scott Gessler provides a great Election Day FAQ with many more answers to questions about voting.

Reporting Back from Tampa

Guest speakers up first at tonight's meeting will be our candidates for local office, including Travis French in HD7 and Jason DeBerry in SD33, along with a report from Republican National Convention Alternate Delegate and Precinct Committeeperson in Stapleton, Elizabeth Buchanan, plus Amendment 64 supporter Mason Tvert of Denver. A full meeting! 6:30pm social/7pm business at the Islamorada restaurant inside Bass Pro, just north of I-70 and east of Quebec Street.

Also, per the recent national Republican party rules changes made in Tampa that drastically limit the involvement of the grassroots of the party, the Convention Rules Committee members from Colorado put together a nice summary of RNC Rules Changes 2012, but you are welcome to grok your own diff between the RNC Rules 2010 and the RNC Rules 2012.

  • To elect such district captains and other district officers as may be required in each of the respective organizational district officers of the Denver Republican Party as may be required as a result of vacancies; and

CD-1 & State - Credentialing, Parking, Bylaws, Rules, etc.

We'll be distributing HD7 badges for CD-1 & State Assemblies CORRECTION 4/9/12 : State Assembly Only - the CD-1 pickup will be Friday at 1pm - on Monday, April 9, at the HD7 meeting at 7pm at the Islamorada restaurant inside BassPro in Stapleton - but only to people who paid the badge fees. You can pay online at Denver GOP . org with a credit card up until 1pm Thursday, April 12.

In other Districts, they are handing out badges at the virtual county HQ office at I-25 & Colorado - 3900 E. Mexico Ave. - a 30+ minute ride from most of HD7 - at the following times:

  • Monday, April 9, 2-4 PM
  • Tuesday, April 10, 5-6 PM

Any credentials/badges remaining -- or otherwise not arranged to be picked-up - will be distributed starting no later than 1pm at the CD-1 Assembly on Friday, April 13th, downtown at the Convention Center. But you'll need to bring a checkbook that day to get your credential/badge (if you did not already pay.) The county will not be distributing badges on Saturday, April 14th. Please contact your District Captains for alternate arrangements, payment concerns, etc.

Related, those wishing to attend the National Convention in Tampa by way of the CD-1 Convention in Denver might like to read the CD1 Bylaws for 2012 (PDF). Or, to skip to one important consideration suitable for FAQ status on a potential future CD-1 web site: in Article IX Section 6 Item b, there is a requirement that District Captains certify your attendance at caucus, in writing. In HD7, this will be done for you using the following form: CD1 caucus attendance certification form (PDF)

Paperwork for Congressional, State & National Assembly

Delegates & Alternates to the Congressional & State Assembly might wish to check over the following PDFs, especially those intent on running for National. Emails went out previously, but to reiterate, in Denver, the intent to run form (for National) needs to be returned to a District Captain by March 25th.

Note that if you pledged for a candidate at caucus, then you must put that on the intent form. If you were unpledged at caucus, then you can choose at this time to either stay unpledged or declare for a candidate. Once you pledge, though, your vote in the first round of voting at the National convention will be cast for you for this pledged candidate (unless they drop out, are declared ineligible, etc.) On subsequent rounds (if any) you are released to vote for any other candidate. Also, your pledged candidate name, or unpledged status, will be reflected on the ballot at both Congressional & State assemblies.

Please remember to pay your State fees on the Denver GOP website payment link. Note the CD1 PDF Call specifies check payment direct to the CD1 Treasurer. Without prompt payment, your name will likely not appear on the ballot, and your credentials may also be in jeopardy if you do not pay the fee(s): $60 State Delegate, $30 State Alternate, $40 Congressional Delegate & $20 Congressional Alternate.
