The Denver County Republican Party Central Committee meets next Saturday,
February 9th, 2013, from 8am to 1pm, at Hill Middle School, 451 Clermont
Street, in Denver. There were at least two different Calls (meeting notices)
sent out by the County Chair to Precinct Committee People (PCPs) by way of
email and/or snail mail on different dates (January 9th and January 29th) and
this post will attempt to summarize the most up-to-date information
available.
Any member of the public is welcome to attend and observe these
meetings. This is a great opportunity to see the party in action and
meet grassroots TEA party conservative libertarian activists, as well as
candidates for public office. However, only eligible members can vote and
participate (raise motions) in the meetings. Eligible members include PCPs and
those in other leadership positions, such as District Captains, although this
varies in each individual meeting, depending on the Bylaws. See the 2011-02-14 Denver County

Appendix B-2 of the State Bylaws for single-county districts -- which covers
most of the State Senate District and State House District meetings in Denver.
(HD7 is entirely within SD33 and both are entirely within Denver County.)
Credentialing begins at 8am and will be shut down COMPLETELY at
8:40am. It is important that any PCPs be there on time as there may be no
opportunity allowed to amend the credentials report later on. If you are a PCP
and cannot make it to the meeting, then you may fill out a Denver County Proxy Form for District
Captain elections (PDF) so that another eligible member can vote for your
choices for District Captains, per County Bylaws Section 9.2. Proxies are not
allowed to vote for any other leadership position, and any PCP may challenge
the proxy so be sure to obtain witness signatures on the forms and make sure
that residency is not an issue. (Per State Statutes 1-2-102(f) you are a
resident of your precinct for thirty (30) days after you move somewhere else in

Any registered Republican in Denver can run for a leadership
position. You just need to live in the District that you want to
run in and find an eligible voting member to nominate you -- such as a PCP. The
positions to be elected at each meeting are as a follows (and hopefully in this
order and location inside the school):
- County Central Committee.
Auditorium. Chairman, Vice Chairman (3 positions) and Secretary of
Denver County Republican Central Committee. This will be a pre-printed ballot
likely distributed at check-in -- make sure you ask for a ballot at check-in as
replacements can be hard to come by. To see that your name is included on the
ballot, please email the current County Party Secretary by Tuesday, February
5th: secretary at denvergop.org and also include some info about
your candidacy as this will be emailed to all of the PCPs on Wednesday,
February 6th.
- State Senate District. Auditorium and/or class
rooms. Chairman, Vice Chairman, Secretary and Vacancy Committee
members of the State Senate Republican Central Committee. People in these
positions help recruit and nominate Republicans for the Colorado State
Senate.
- State House District. Class rooms and/or
auditorium. Chairman, Vice Chairman, Secretary and Vacancy Committee
members of the State House Republican Central Committee. People in these
positions help recruit and nominate Republicans for the Colorado State
House.
- State House District - County Level
Organization. Class rooms and/or
auditorium. Several elections:
- District Captain (2 per District) and District Secretary. Help run the
day-to-day District affairs, such as growing the party through recruitment of
new PCPs.
- Bonus Member(s) to the State Central Committee. These Bonus Members will
elect State Officers on March 2nd. (The Colorado Statesman recently

- Bonus Member(s) to the 1st Congressional Central Committee. These Bonus
Members will elect Congressional District officers on March 2nd.
- Bonus Member(s) to the 2nd Judicial Central Committee. These Bonus Members
will elect Judicial District officers immediately following all of the other
District meetings in a meeting back in the auditorium of Hill Middle
School.
During the first meeting, when the County Central Committee meets as a
whole, seating in the Auditorium will be by House District. After the opening
ceremonies, the business portion should officially start upon adoption of the
Credentials Committee Report. Then other committees will report, including
those with the Agenda and Standing Rules for the day's meetings, and possibly
the Teller committee (the committee that counts the votes.) Current County
Bylaws Section 8.1.1 also require a report of the Audit Committee to the
Central Committee. Then there will likely be a vote on six (6) pages of
2013 proposed
Bylaws changes for the Denver County Republican Party (PDF), which were
NOT agreed to unanimously by the Executive Committee. Besides the
elections for county-wide officer positions, other business may come before the
Central Committee, such as the Republican Liberty Caucus of
Colorado's
resolutions
OPPOSING the recent rules changes made by the Republican National
Committee. Also, Republican elected officials and candidates for public
office will address the meeting periodically.
After the bulk of the Central Committee meeting, which might take an hour or
two, then most members will break out into either Senate or House District
meetings for the election of local leadership positions, including Bonus

State and County Bylaws, each House District in Denver is allocated a different
number of Denver County's total of fourteen (14) Bonus Members, based on the
last election's turnout for the Republican candidate for Governor or President.
Here's this year's breakdown - note that separate Bonus Members can be elected
for each of the State, Congressional and Judicial District Central Committees,
so, for example, HD7 could elect three (3) different Bonus Members, sending one
person to each different committee, while HD9 could elect nine (9) different
Bonus Members:
